Dr. Khaled Al-Mutawa possesses a technological and strategic vision, along with a strong track record of success in establishing robust IT structures and infrastructures. He has effectively leveraged IT benefits to address business challenges while managing costs and risks across various forums. Dr. Khaled has over 24 years of experience in IT and telecommunications operations, data analysis, and IT management. He served as an Assistant Professor and IT Director at the University of Bahrain and as a Senior Manager at the Quality Assurance Authority.
Approximately ten years ago, he transitioned to the Information and eGovernment Authority, where he held the position of Director of Enterprise Systems and IT, overseeing enterprise projects and IT management. He was later appointed as the Director of Governance and Enterprise Architectures and then as the Deputy CE for Operations and Governance. Dr. Khaled played a crucial role in establishing and developing governance objectives in line with the Information and eGovernment Authority’s strategy and Bahrain Vision 2030 by formulating and implementing strategies, methodologies, and processes to ensure all activities are executed within predetermined timelines and goals.
He actively participated in the team tasked with reducing recurring IT and telecommunications expenses, formed by a decision from the Coordinating Committee chaired by His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince, Deputy Supreme Commander, and Prime Minister. He also led the team responsible for implementing initiatives to reduce IT and telecommunications asset and service costs.
Dr. Khaled contributed to the establishment of the “Cloud First” policy, which opened the door for government entities to transition to cloud computing. This policy has laid the foundational principles for transforming Bahrain into a center of excellence in cloud computing. Dr. Khaled is part of the team researching artificial intelligence fields and their impact on society, and he is also part of the team tasked with establishing Bahrain’s first Data Lake to ensure the provision of real-time information and data for decision-makers. Dr. Khaled actively participated in the review team for the United Nations e-Government Report 2024, which elevated Bahrain by 36 ranks to achieve the 18th position.
